The magistrate is the official leading the investigation. He must obtain a confession from the culprit before any sentencing.

Belli made a nice RPG supplement on the topic, with very interesting
ideas, such as all players playing assistants to the magistrate and then
playing the ideas inside the magistrate’s head, during the trials and
public questioning.
This is genre quite curious, and make a good setup for a rpg. I recommend the Mushishi OST to go with.

Two weeks ago, I had the chance to master my first session of Tails of Equestria, the My Little Pony RPG.
It was WONDERFUL ^^. And I can say for sure, this is the best introductory RPG I ever saw.
Quite hard to acquire due to a strange licensing, but worth every penny.
